Provincial nomination programs (PNPs) offer a valuable way to Canadian permanent residence. The Canadian provinces and territories nominate individuals to immigrate to Canada and who are interested in settling in a particular province. Each Canadian province and territory (except Nunavut and Quebec) has its norms that dictate Provincial Nominee Program. Each PNP has at least one immigration process that is aligned with the federal Express Entry immigration selection system. Provincial nominations issued under these Express Entry-aligned streams are known as ‘enhanced nominations’ and award Express Entry candidates an additional 600 Comprehensive Ranking System (CRS) points.

Overall, there are two provincial engagement programs in Canada:

- Advanced engagement programs that are connected to express Entry and their score from the respective province is added to their express Inter case.
- Basic engagement programs that are not linked to express Entry and are sent independently to people with residence invitation.
The difference between two methods is in the speed of handling the case and the different indicators are required.

Ontario has held its first Employer Job Offer draw almost two weeks after launching a new immigration intake system. Invited candidates had work experience in one of 23 occupations.
On May 11, the Ontario Immigrant Nominee Program (OINP) invited 81 candidates who had profiles in the new Expression of Interest (EOI) pool. These candidates may qualify for the Employer Job Offer: Foreign Worker stream.
Candidates needed an EOI score of at least 31, and they needed to have job offers in one of 15 health care occupations, or eight skilled trades occupations. Here they are in order of their National Occupational Classification (NOC) code.
List of invited health care occupations:
* 3012 – Registered nurses and registered psychiatric nurses
* 3112 – General practitioners and family physicians
* 3121 – Optometrists
* 3122 – Chiropractors
* 3124 – Allied primary health practitioners
* 3125 – Other professional occupations in health diagnosing and treating
* 3131 – Pharmacists
* 3132 – Dietitians and nutritionists
* 3141 – Audiologists and speech-language pathologists
* 3213 – Animal health technologists and veterinary technicians
* 3214 – Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
* 3215 – Medical radiation technologists
* 3216 – Medical sonographers
* 3232 – Practitioners of natural healing
* 3236 – Massage therapists
List of invited skilled trades occupations:
* 7241 – Electricians (except industrial and power system)
* 7271 – Carpenters
* 7291 – Roofers and shinglers
* 7302 – Contractors and supervisors, heavy equipment operator crews
* 7312 – Heavy-duty equipment mechanics
* 7313 – Refrigeration and air conditioning mechanics

Alberta invited Express Entry candidates with a score 300 to apply for a provincial nomination on May 5.
It was not the largest draw of the year, 250 immigration candidates were invited. This year’s record is 300. However, the Comprehensive Ranking System (CRS) score requirement was the lowest since May 2020.
The province manages these applications through the Alberta Immigrant Nominee Program (AINP), which operates the Provincial Nominee Programs (PNPs) for Alberta-bound immigrants.
In order to be invited in Alberta’s new Provincial Nominee Program (PNP) draw, candidates needed to have a profile in the Express Entry system.
Manitoba has released the results of its May 6 immigration draw.
The province invited 150 candidates through the Manitoba Provincial Nominee Program (MPNP). Most of the invited candidates may be eligible for the Skilled Worker in Manitoba stream. These are temporary foreign workers and international student graduates who have job offers in skilled occupations in the province.
Candidates were also invited through two other Provincial Nominee Program (PNP) streams: International Education Stream, and Skilled Workers Overseas.
The skilled worker streams have points cutoff scores because they require candidates to have an Expression of Interest (EOI) profile. Here are the draw results from Manitoba’s draw on April 27:
* Skilled Workers in Manitoba— 104 invitations with a minimum EOI score of 400;
* Skilled Workers Overseas— 29 invitations with a minimum EOI score of 703; and
* International Education Stream— 13 invitations with no EOI score requirement.
Saskatchewan invited 259 immigration candidates to apply for a provincial nomination on May 6.
The Saskatchewan Immigrant Nominee Program (SINP) invited candidates from the International Skilled Worker category. Of those invited, 136 may be eligible for the SINP’s Express Entry subcategory, and 123 may get the nomination through the Occupations In-Demand sub-category.
Regardless of the stream invited candidates needed an Expression of Interest (EOI) score of at least 70 in order to be invited. They also needed Educational Credential Assessments to demonstrate their foreign education was equivalent to the Canadian standard.
They also needed work experience in one of the 63 in-demand occupations listed on the government webpage. Some of the eligible occupations include purchasing agents and officers, social and community service workers, as well as educational counsellors.
Quebec invited 83 immigration candidates to apply for permanent selection on April 29.
The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) invited candidates under the Regular Skilled Worker Program (RSWP) who had filed an Expression of Interest (EOI) in Quebec’s online registration portal, Arrima.
There were two categories of candidates invited in the latest round:
* those who had a validated job offer; and
* those who were in Quebec as a diplomat, consular officer, United Nations representative, or a representative of any intergovernmental organization with operations in the province, and their staff.
The new draw is the third of the year held by Quebec. The other two draws were held on March 30 and January 26. A total of 386 candidates have now been invited to submit an application for permanent selection by the province in 2021.
B.C. invited 84 immigration candidates to apply for a provincial nomination for permanent residence on May 4.
The British Columbia Provincial Nominee Program (BC PNP) issued invitations through the Express Entry BC (EEBC) and Skills Immigration streams.
Selected candidates who were from the Skilled Worker and International Graduate subcategories needed a minimum provincial score of 80.
The province has now invited 3,977 immigration candidates in 2021.
Invited candidates have 30 calendar days to apply for the nomination.
Prince Edward Island has released the details of its scheduled April 15 draw.A total of 156 invitations were issued through the Prince Edward Island Provincial Nominee Program (PEI PNP).
Most of the invitations, 140, went to Express Entry and Labour Impact candidates. The remaining 16 invitations went to Business Impact candidates who had a minimum point threshold of 75.
Provincial Nominee Programs (PNPs) allow Canada’s provinces and territories to select immigration candidates who meet their labour market needs. This is true of Prince Edward Island, which administers its own provincial nominee program within federally approved guidelines. PNP streams or categories sometimes align with Canada’s federal Express Entry system.
Immigration to P.E.I., like elsewhere in the country, has declined over the past year, largely due to travel restrictions. However, the federal government plans to make up the shortfall and achieve an ambitious immigration target in 2021. Under the PNPs Canada’s target is to admit 80,800 new immigrants this year.
Nova Scotia invited French-speaking candidates through its Express Entry-linked Labour Market Priorities stream.
The March 29 draw saw Letters of Interest issued to candidates who had selected French as their first official language, with a Canadian Language Benchmark (CLB) score of 9 or higher in all French language abilities (reading, writing, listening and speaking).
Candidates also had to have a CLB score of at least 7 or higher in English in all four language abilities. They were also required to have either a bachelor’s degree or completed a program of three years or more at a university, college, trade or technical school.
Candidates were also required to have a valid Express Entry number and meet the minimum criteria to be accepted into the pool.
